About Official Deeds

An official deed is a legal and verified document that proves ownership of a property or asset—such as real estate or vehicles. These deeds are issued by authorized legal institutions designated by law. For example, vehicle deeds are issued by the Traffic Police, and property deeds are issued by the Deeds and Real Estate Registration Organization (Judiciary).

According to Article 1287 of the Civil Code and the General Assembly of the Administrative Justice Court, the Green Vehicle Deed is recognized as an official proof of vehicle ownership. This means vehicle owners can officially transfer ownership through traffic police offices.

In real estate, there are several types of deeds—such as six-dang deeds, single-page deeds, land reform deeds, and old-style contracts (Benchagh). In this article, we will focus on the difference between the Green Deed and the Yellow Deed.

Yellow Deed

The Yellow Deed, which was in use before July 2024, could be transferred via sale contracts notarized at registration offices. It was based on mutual agreements between parties (like private promises of sale) and lacked a unified structure or process. Due to this inconsistency, the Yellow Deed often led to complexity and uncertainty in legal validation and property transfers.

Green Deed

Introduced in July 2024, the Green Deed is now issued and transferred exclusively through the “Kateb” electronic registration system of the National Deeds and Real Estate Organization. Even real estate agencies are required to register all property contracts electronically in this system. Thanks to its systematic and automated process, ownership transfer under the Green Deed is faster, more transparent, and more secure.

Why the Green Deed Was Introduced

  • Formalization of Transfers: All real estate transactions are officially registered through the Kateb system.
  • Transparency: Complete property and ownership data are stored in a national centralized database.
  • Fraud Prevention: The unified system ensures accurate verification and reduces fraud risk.
  • Ease of Transfer: The electronic process significantly speeds up ownership transfers.
  • Security: Issued under full legal supervision, the Green Deed provides assurance and peace of mind for all parties.
